4Cs is here to help undocumented students by offering enrollment support through guided admissions and financial aid help. Our goal is to support undocumented students by providing a clear pathway to accessing college and achieving their academic, career, and personal goals.
Massachusetts has expanded eligibility for in-state tuition to certain *non-US citizens including undocumented students who have attended Massachusetts high schools for at least three years and earned a Massachusetts diploma or GED.
If you are a currently enrolled or a newly admitted and believe you qualify as a “High School Completer,” we encourage you to review the application process below for your next steps. To meet the High School Completer status, you must:
· Have attended a MA high school for at least 3 years
· Have received a high school diploma or GED in MA
· Be admitted to degree or certificate program at Cape Cod Community College
You will need to provide ONE of the following documents:
· Social Security number
· Taxpayer ID number
· Evidence of registration with Selective Service; or
· Affidavit affirming intent to apply for legal permanent residence (a green card) or U.S. citizenship within 120 days of eligibility
Students will need to demonstrate their eligibility once, with no need for annual or periodic reconfirmation.
*Students who have DACA, TPS, U-visa or T- visa may be eligible for both in-state tuition and state financial aid consideration if they meet all other requirements. People visiting the U.S. on temporary non-immigrant visas (such as tourist visas, F-1 student visas, exchange visitor visas, or temporary work visas) will not be eligible for in-state tuition rates or state financial aid.
1) Apply to a Degree or Certificate program at 4Cs (current students, skip to next step)
2) Complete and e-mail the Tuition Equity Eligibility Form and Proof of Eligibility to svaughn@parkcitiesflowermarket.net
3) Apply to be considered for state financial aid programs by completing the Massachusetts State Financial Aid Application (MAFSA) if you are not FAFSA-eligible due to your immigration status.
If eligible for the tuition equity program, any payments made in excess of in-state tuition rates will be refunded for students enrolled in classes that began on or after July 1, 2023.
In accordance with the Family Educational Rights and Privacy Act of 1947 (FERPA) a student’s personally identifiable information is protected from being shared with third parties. Institutions are expected to refrain from unnecessarily obtaining information about a student’s immigration or citizenship status without a reason, and only to the extent needed to make tuition and financial aid eligibility determinations. Institutions should also provide training to all faculty and staff on privacy policies.
