State Authorization Reciprocity Agreement (SARA)

What does it do?

The State Authorization Reciprocity Agreement (SARA) is an agreement among member states, districts, and territories in the United States, which establishes comparable national standards for interstate offering of post-secondary distance education courses and programs. SARA is overseen by a national council (NC-SARA) and administered by four regional education compacts. What does it do? It simplifies the process of taking online courses for credit at an institution of higher education based in another state. Cape Cod Community College operates its distance education classes and programs under the provisions for out-of-state students set by SARA. A list of participating state and territories.

In the event of institutional closure, Cape Cod Community College will, at a minimum, observe the procedures stated in the New England Commission of Higher Education (NECHE) document entitled, “Considerations When Closing an Institution of Higher Education”, as well as the closure guidelines of the Massachusetts Department of Higher Education for Independent schools, including the identification of a back-up or other entity to safeguard student records in such a case.Information for students and potential students about obtaining records from closed institutions can be found on the websites of the Massachusetts Department of Higher Education and NECHE.

In the event that Cape Cod Community College decides to discontinue a program before all enrolled students have completed their program of study, the college will implement a teach-out plan in accordance with the requirements of its accreditor, NECHE.

Cape Cod Community College is required to provide current and prospective online learning students with contact information for filing complaints. Students who desire to resolve a grievance should submit a complaint using the correct complaint procedure below. If you have any questions, please contact the Dean of Student Retention and Completion.

Complaint Procedure and Form for Massachusetts Residents and Online Students in Non-SARA Member States and Territories

If you are a Massachusetts resident, or if you are located in a non-SARA state or territory (e.g. California, Guam, etc.) and would like to file a complaint, please consult the Student Grievance Procedure. Reports can be submitted through the Student Feedback Form web page. If your complaint is not resolved at the institutional level by Cape Cod Community College, then you may utilize the Massachusetts Department of Higher Education’s (DHE) non-Sara consumer complaint procedure and online form to file a complaint with DHE.

Out-of-state SARA students must first attempt to resolve their complaint using internal administrative procedures offered by Cape Cod Community College. This includes all students who are located in SARA member states and territories for the purposes of completing out-of-state learning placements, such as internships, practica, clinical experiences, etc. in SARA member states and territories outside Massachusetts. Students should consult the Student Grievance Procedure. Reports can be submitted on the Cape Cod Reporting Forms web page.

If your issue cannot be resolved internally, you may file a SARA complaint with MA Department of Higher Education.

The SARA complaint process is as follows:

  1. Students must first attempt to resolve their complaint using internal administrative procedures offered by the SARA institution.
  2. After all administrative remedies have been exhausted with the MA-SARA institution, the student may submit a SARA Complaint via the URL below.
  3. The Department shall send a copy of the complaint to the institution that is the subject of the complaint;
  4. Within 30 days of the date that the Department sends a copy of the complaint to the institution, the institution must provide a written response to the student and the Department.
